Effects of Flood Hazards on Property Values: Evidence Before and After Hurricane Floyd

چکیده

This study uses a hedonic property price function to estimate the effects of flood hazards on residential property values. The study utilizes data from over 8,000 single-family residential home sales in Pitt County, North Carolina between 1992 and 2002. This area experienced significant flooding from Hurricane Floyd in September 1999. Results show that a house located within a floodplain has a lower market value than an equivalent house located outside the floodplain. Furthermore, the price discount from locating within a floodplain is significantly larger after Hurricane Floyd than before. For an average valued house, the price discount for floodplain location is greater than the capitalized flood insurance premiums for sales after Floyd but less than capitalized flood insurance premiums for sales before Floyd. 1 We thank Ralph Forbes of the Pitt County Management Information Systems for helping us acquire and understand floodplain and property sales data and Afua Dei-Tutu for excellent research assistance.

Climate change, flood risk, and property values: Evidence from New York City

Applying a hedonic difference-in-differences framework to a census of residential property transactions in New York City 2003-2016.5, we estimate the effects of 3 flood risk signals: 1) the Biggert-Waters Flood Insurance Reform Act of 2012, which increased premiums; 2) Hurricane Sandy; and 3) new FEMA floodplain maps. On average each signal decreases sale prices by approximately 5 percent. Prop...

Lessons from the flood: will Floyd change livestock farming?

When Hurricane Floyd struck eastern North Carolina in September 1999, as many as 50 waste lagoons, many of them several acres in size, were inundated by flood waters. Five lagoons breached, and waterborne animal waste produced nutrient pollution and raised the potential for exposure to pathogens and the risk of disease. As the state recovers, a common question being asked is whether state lives...

Temporal Vulnerability and the Post-Disaster ‘Window of Opportunity to Woo:’ a Case Study of an African-American Floodplain Neighborhood after Hurricane Floyd in North Carolina

After major flooding associated with Hurricane Floyd (1999) in North Carolina, mitigation managers seized upon the "window of opportunity" to woo residents to accept residential buyout offers despite sizable community resistance. I present a theoretical explanation of how post-crisis periods turn into "opportunities" based on a temporal referential theory that complements alternative explanatio...

The potential impact of flooding on confined animal feeding operations in eastern North Carolina.

Thousands of confined animal feeding operations (CAFOs) have been constructed in eastern North Carolina. The fecal waste pit and spray field waste management systems used by these operations are susceptible to flooding in this low-lying region. To investigate the potential that flood events can lead to environmental dispersion of animal wastes containing numerous biologic and chemical hazards, ...
